By accessing or using 1NCBlockchain ("the Platform"), you agree to be bound by these Terms of Service. If you do not agree to all the terms and conditions, you must not access or use the Platform.
1NCBlockchain is a blockchain platform designed to connect North Carolina's 100 counties through a unified blockchain ecosystem. The Platform provides:
You must be at least 18 years of age to use the Platform's financial services, including buying, selling, or trading cryptocurrency. By using these services, you represent and warrant that you are at least 18 years old and have the legal capacity to enter into these Terms. Educational features (DeFi College) are available to users of all ages.
Certain tokens on the Platform (including Cardinal Coin, county tokens, and simulated assets used in educational features) exist on test networks and may have no real monetary value outside the Platform. These are for educational and community engagement purposes.
The Platform supports buying and selling select cryptocurrencies (such as ETH) through integrated third-party providers. These are real digital assets with real monetary value, and transactions involving them are irreversible once confirmed on the blockchain.
The Platform enables you to purchase cryptocurrency with fiat currency ("buy") and sell cryptocurrency for fiat currency ("sell") through third-party payment providers, including but not limited to Transak and Ramp Network. When you use these services, you are also agreeing to the terms of service and privacy policies of those providers.
To comply with applicable laws and regulations, our third-party payment partners may require you to complete identity verification (Know Your Customer) before processing transactions. This may include providing government-issued identification, proof of address, and other documentation. 1NCBlockchain does not perform KYC directly — it is handled by our payment partners.
1NCBlockchain charges a platform fee on certain transactions (such as selling cryptocurrency). The applicable fee percentage is displayed to you before you confirm any transaction. Platform fees are non-refundable once a transaction has been initiated. Our third-party providers may also charge their own fees, which are disclosed during the transaction process.
Fiat payouts (bank transfers) are processed by our third-party providers and typically take 1–3 business days, though processing times may vary based on your bank, location, and the provider used. 1NCBlockchain is not responsible for delays caused by third-party providers, banks, or blockchain network congestion.
If a sell transaction fails or is rejected by the payment provider, the cryptocurrency amount (excluding any applicable platform fees) will be credited back to your Platform balance. Refund policies for buy transactions are governed by the applicable third-party provider's terms.
Nothing on this Platform constitutes financial, investment, tax, or legal advice. The educational content in DeFi College and all market data displayed on the Platform are for informational purposes only. Cryptocurrency markets are highly volatile, and you may lose some or all of your investment. You should consult qualified professionals before making any financial decisions.
By using the Platform's financial services, you acknowledge and accept the following risks:
You are responsible for maintaining the confidentiality of your account credentials and for all activity that occurs under your account. You agree to provide accurate information during registration and to update it as necessary. You must immediately notify us of any unauthorized use of your account. You may not create multiple accounts or share your account with others.

The Platform, including its code, design, content, and educational materials, is owned by 1NCBlockchain and protected by intellectual property laws. You may not reproduce, distribute, or create derivative works without written permission.
By submitting content to the Platform (including project submissions, governance proposals, and forum posts), you grant 1NCBlockchain a non-exclusive, worldwide, royalty-free license to use, display, and distribute that content within the Platform.
The Platform is provided "as is" and "as available" without warranties of any kind, express or implied. To the maximum extent permitted by law, 1NCBlockchain shall not be liable for any direct, indirect, incidental, special, consequential, or punitive damages arising from your use of the Platform, including but not limited to:
You agree to indemnify, defend, and hold harmless 1NCBlockchain and its officers, directors, employees, and agents from any claims, damages, losses, or expenses (including reasonable attorney's fees) arising from your use of the Platform, your violation of these Terms, or your violation of any applicable law or regulation.
We reserve the right to suspend or terminate your access to the Platform at any time, with or without cause, and with or without notice, including if we suspect fraudulent activity or violation of these Terms. Upon termination, your right to use the Platform will immediately cease. Any pending transactions may be cancelled, and applicable refunds (if any) will be processed in accordance with Section 5.5.
Any dispute arising from or relating to these Terms or the Platform shall first be attempted to be resolved through good faith negotiation. If the dispute cannot be resolved within thirty (30) days, it shall be resolved through binding arbitration in accordance with the rules of the American Arbitration Association, conducted in North Carolina.
We may modify these Terms at any time. We will provide notice of material changes through the Platform or via email. Continued use of the Platform after changes constitutes acceptance of the modified terms. If you do not agree with the updated terms, you must stop using the Platform.
These Terms shall be governed by and construed in accordance with the laws of the State of North Carolina, United States, without regard to its conflict of law provisions.
If any provision of these Terms is found to be unenforceable or invalid, that provision shall be limited or eliminated to the minimum extent necessary, and the remaining provisions shall remain in full force and effect.
